Government Funding Overview

With the Great British Insulation Scheme (GBIS) reaching its statutory conclusion in 2026, the government is rolling out the flagship £1.5 Billion Warm Homes Plan. Designed to decarbonize UK housing stock, this scheme provides grants and subsidies for loft insulation, cavity wall insulation, solar PV, and heat pumps for eligible homes in EPC bands D, E, F, and G.

The Big Shift: GBIS Ending & Warm Homes Plan Beginning

For the past three years, the Great British Insulation Scheme (GBIS) provided single-measure insulation grants to British households. However, GBIS funding allocations have largely sunsetted, paving the way for the Labour administration's comprehensive Warm Homes Plan.

Unlike previous piecemeal schemes, the Warm Homes Plan focuses on a whole-house fabric-first approach:

  • Fabric First: Homes must have adequate insulation (loft and cavity wall) before heat pumps or solar arrays are approved.
  • Expanded Budget: £1.5 billion in annual capital funding deployed via local councils, energy suppliers, and accredited PAS 2035 retrofit coordinators.
  • Decarbonization Target: Lifting all eligible properties to minimum EPC Band C by 2030.

Who Qualifies for Warm Homes Plan Insulation Grants in 2026?

Eligibility is split across two core funding groups:

Group 1: Low-Income & Fuel Poverty Pathway (100% Fully Funded)

You may be entitled to 100% free loft and wall insulation if anyone living in the household receives one of the following benefits:

  • Universal Credit
  • Pension Credit (Guarantee or Savings Element)
  • Income Support / Jobseeker's Allowance (JSA)
  • Employment and Support Allowance (ESA)
  • Child Tax Credits / Working Tax Credits
  • Housing Benefit

Group 2: General Energy Efficiency Pathway

Even if you do not receive means-tested benefits, you may still qualify for substantial subsidies or fully funded loft upgrades if your property satisfies the following conditions:

  • EPC Rating: Property must hold an Energy Performance Certificate (EPC) of D, E, F, or G.
  • Council Tax Band: England bands A–D | Scotland bands A–E | Wales bands A–C.
  • Tenure: Homeowners, private tenants (with landlord written consent), and housing association residents.

Beware: How to Avoid Rogue Grant Cold-Calling Scams

With major government energy schemes comes a surge in cowboy operators and scam cold-callers. Protect your home and financial details by watching out for these warning signs:

  • Unsolicited Phone Calls: Legitimate government grant providers do not cold-call you claiming to represent "the UK government grant department" or "Ofgem".
  • High-Pressure Spray Foam Pitches: If a caller insists you replace your current insulation with spray foam under a "government trial", hang up immediately. Legitimate schemes install mineral wool under strict PAS 2030 standards.
  • Upfront Fee Demands: You should never be asked to pay an upfront "survey fee" or "application deposit" for government-funded schemes.
